Japanese to English Bus/Financial Finance (general) Cap-and-trade, Emissions Trading System
The meaning is obviously an "excellent place of business," but this is a technical term from the TMG cap-and-trade ETS, so I was wondering if anyone familiar with the system can confirm:

1) (assuming this is one of several ranks, not just pass/fail) which rank this is?
2) If TMG provides its own english translation for the term, what is it?

I have now skimmed about 50 pages on the TMG ETS with no luck and getting frustrated. Can anyone help?

Top-level Facility

I found the article in the LRQA Japan website saying that TMGs certification of 優良事業所基準の適合 is called as トップレベル認証, as in the first URL.

Then in TMGs website, that is called as “Top-level facility" as in the second URL.

This could be the one you are looking for.

The LRQA site uses 優良 as a catch-all for facilities attaining either 極優(トップレベル) or 特優(準トップレベル)distinction, and they are indeed registered gov't agents, so reliable. Thank you very much for helping resolve this.

Superior (Establishment)

Just a suggestion.

TMG seems to have a certification system for 優良な業者, and in this case they use "superior" on their English site. How you translate 事業所 would depend on context/how you have translated it prior. See the references for the Japanese and English on the TMG site.

"Superior" is used in the CASBEE green building classification system, so I am trying to avoid that particular word to eliminate any potential confusion, but thank you very much for the suggestion.

優良事業所 means that 極めて優れた事業所 and 特に優れた事業所, I think.

These were the pdfs that confused me in the first place. There is 極めて優れた事業所 (also listed as トップレベル) and 特に優れた事業所 (also listed as 準トップレベル). It seems to me that 優良事業所 is below both of those, but I can't seem to find mention of such a level anywhere. Thoughts?
