The sentence stands under the subheading "得意先付記". Could it mean "some invoices are paid early and some are paid until up to 150 days"?

more or less I think, 内外 here means "in about 150 days".

promissory notes of less... Sorry, I can't understand. Does it mean that some promissory notes will come within 150 days and some after (150 days)?
