trade discounts について、ちょっと考察：
実は、私も kumagoroさんがご提示されている trade discounts が始めに思い浮かんだのですが、仕切値の趣旨と少し異なるような気がします。どちらかというと、trade discounts は販売を促進させたり、大量購入者などへの特典としての割引制度ですよね。一方、仕切率という概念は特別割引に主眼が置かれているのではなく、ある商品の「原価」をある意味でオープンにし、小売りレベルにおける自主的な値付けを促すところに重点が置かれていると思います。ちなみに、国際会計検定による trade discountsに対する訳は、「大量購入割引」としているようです。

卸売り業者は、仕切値を「原価」あるいは「原価ギリギリのところ」に設定することが多いですよね。つまり、仕切値を予¥め設定しなかった場合に（小売り業者の値下げ競争などによって）想定される原価割れの状況を回避するのがその趣旨のひとつではないかと考えられます。
ちなみに、仕切値（原価）としているようなサイトもあるようですが、仕切値という概念は正式な会計用語にはないので、一般的に使用されている、原価の直訳は当てはまらなでしょう。
以上のように考えると、仕切値（率）は一般的な意味合いにおけるディスカウントの定義とは少し違うのではないかと感じますが、どうでしょうか？

逆に、小売価格を故意に低く抑えるために利用される場合もあるでしょう。つまり、ある商品の小売り価格を下げる目的で仕切値の設定することによって、競争を増やし、結果的に競争相手を廃業に追い込むという戦略です。
かなり、横道に外れてしまったようですみません。私の独り言のような文章から、何かの足掛かりを見つけていただければ幸いです。

cost rate という概念について：
mkj さんのご提示例は、「原価」という概念を適用されているという点で、私の考え方に近いような気がします。特に、「仕切値は （wholesale）market price です」という部分については完全に同意できます。ただ、少し引っかかるのは、cost rateという用語は、いわゆる米国の会計学の教科書あるいは実務において、そのまま登場することはほとんどありません。¥"indirect¥" を付けた形の indirect cost rate で使用される場合がほとんどです。実際に、cost rate で検索すると、ほとんど indirect cost rate という形で結果が出ます。一般的に、この indirect cost rate は、直接費ベースに対する間接費の割合のことを指します。indirect を削ぎ落とした、cost rate を「取引価格における原価の割合が仕切率」という風に解釈することも不可能¥ではないでしょうが、cost rate という独立した概念がないので少々心許ない気もします。いずれにせよ、会計学における費用についての概念は非常に複雑なので、翻訳の際は気を付けた方がいいですよね。

Considering the above explanation that "仕切" is called "ネット", it seems to me that "仕切率" is the rate of net profit. If so, "net rate" seems to correspond to "仕切率".

I've just been looking up "仕切" in 英辞郎, and "仕切" is defined as "invoicing", along with other definitions. Further convincing entries were "invoice cost" for "仕切り値" (originally "original invoice cost" for "元の【仕切り値】") and "invoice amount" for "仕切り状価額", and "invoice price" for "仕切書価格" and "仕切値段". Though there is some quality issue in 英辞郎's definitions, one of the options for the translation of "仕切" will be "invoice". So, "invoice rate" may be a candidate.
