The arm of the mower pivots about a point (fulcrum) to stay level (in fact I would even suggest 'self-levelling' for 'basculante'). You definitely don't want it flopping, wobbling, gyrating, waving, ... etc, etc. You want it stable to the horizontal - balanced.
Think of a coat hanger suspended by the tip of its hook on the tip of your finger. As you bend your arm at the elbow, or move your arm side to side, the hanger is basculante. It maintains a parallel relationship to the horizontal - which is what you'd want from the mower blades.
If there's a dictionary with another translation of 'basculante' - I'd like to see it.
