Indonesian to English Social Sciences Journalism press release
I know this may seem like a dumb question, but I would like the confirmation of native speakers on this point.

What I would like to know is what is the pragmatic (i.e. logical) effect of "jika" in this context and how should I translate. It actually sounds a bit illogical to me -- so I am probably missing something.

you're right, something is missing.

In this case, the translation will be:
The government, in this case represented by Ministry of Communication and Information, states that there is ...."
Note from asker:
Many thanks for your very prompt help also.

Many people speak in ungrammatical style. Yes, you are correct that this doesn't imply effects. So probably the closest one is "that" (and the grammatical one in Bahasa Indonesia is "bahwa").
