As with my other reply, if this is the main town in a district you could possibly use county town. It depends on your target readership and what kind version of English they speak.

Thanks for your comment. In most cases, the town is the only one existing at subdistrict level.

Though is still varied, the newer translation for "kecamatan", to my knowledge, is "district".
Therefore, you will get "District Town" for "Kota Kecamatan".
