it means that someone owns property with a building on it, but that building belongs to someone else, because its owner has the right to build there without owning the property itself. it's a special arrangement, because usually a building, with all rights and obligations, cannot be separated from the ground it stands on.

The tenant has built amenities on the land that revert to the landlord on the tenant quitting. In Eng. & Wales, he is also entitled to compensation for 'improvements' to the property plus fixtures & fittings grabbed by the landlord.
