The Google translation tool yields the beautiful "soil rear". I take the real meaning to be the (national) land reserve, possibly from the lands that were expropriated by the GDR at that time. Any more appropriate expressions? TIA.

I think this might be a typo and it should say "Bodenfonds". The web reference might clear this up.

this would me my guess going by your explanation, however 'soilrear' sounds like the 'interior' or 'country'.again I'm guessing.
