It could be 28,2 bis 29,2, 2-fach (ie. no hyphen before 'bis' and a space before '2-fach') --> then Allegro's suggestions makes sense.

Or it could be 28,2- bis 29,2-fach (ie. the hyphen not before 'bis' but after '28,2', and '29,2' instead of '29,2,2') --> This would be short for '28,2-fach bis 29,2-fach' and probably makes more sense.

What does the 'Faktor' refer to in the context?

Allegro's answer is possible, or the second 2 could be a typo. More context might help, so we could see what the "factors" are and how they're calculated.

The (rental) multiplier is between 28.2 and 29.2 (times)

(Rental) multiplier is the usual technical term for the relationship between capital value and rental income. This is is common use by German real estate agents and valuers - Anglo-Saxon valuers prefer to use "yield" - i.e. the reciprocal of the multiplier expressed as %.

I also assume that the last ,2 is a typo - can't make much sense of it otherwise

The rates are between two times 28.2 and 29.2

factors range from 28.2-fold to 29.2-fold

I think that extra "2" is just a typo. Compare with this:
