non-payment of service charges
From what I can see, we are dealing with a large property management company. It is seeking to explain a reduction in the percentage allowed in its accounts for service and heating charges which cannot be passed on (nichtumlagefähig).
One of the explanatory factors is an increasing number of properties in respect of which it anticipates lower rates of non-payment in relation to service charges.

This pertains to projected income from operating expenses which was supposed to be charged to customers. For unspecified reasons that income was not realized.
Discussion
This one has to do with non-allocable expenses.

Ausfall also has nothing to do with non-allocable. The fact that the costs were lower has nothing to do with the fact that they could not be allocated.
So I am pretty sure Ausfall doesn't really refer to deficit, but to the total result, e.g. Langenscheidt.
