This is a term that is used throughout a document describing a magazine to be published. I'm not sure whether it actually means "third of the issue" or if it is a special publishing term that I'm not familiar with.
Here is an example of how they use it:
"L1-Reportage mit hohem Bildanteil
6 Seiten/erstes Heftdrittel"
