Einvernehmensregelung

German to English Law/Patents Law (general)
From the draft of a law:

"Das Bundesministerium für [X] kann die Ermächtigung nach Satz 1 durch Rechtsverordnung unter Sicherstellung der Einvernehmensregelung auf die [X]agentur übertragen."

Can someone tell me if there's a standard (British) English expression for "(unter Sicherstellung der) Einvernehmensregelung", as used in the text of German laws to indicate something like "obligation to gain agreement"?

Help much appreciated!

I'd suggest the phrase "unter Sicherstellung der Einvernehmensregelung" were best translated in the following form:
"while ensuring that the agreement is mutually acceptable", or similarly; I don't think there is a "recommended translation" of the term required. I also doubt if it would make much sense to the average ENS reading it if it were translated too literally.
