Dissolution (of a contract) requires both parties' consent, which does not appear to be the case here. Thus, one of the parties' reserves the right of unilateral "termination" or "cancellation" in the absence of a response. Depending on circumstances, this may be feasible; still, in the US he has to go to court to have the contract formally "voided".
