das effektive Brutto-Monatsgrundentgelt

German to English Bus/Financial Human Resources Remuneration
Context: "Monatliches Bruttoentgelt ist das jeweilige effektive Brutto-Monatsgrundentgelt. Eine Definition zum effektiven Brutto-Monatsentgelt ergibt sich aus den jeweiligen Tarifverträgen."

I am a little confused here about the use of the word "effektiv". In some cases I understand it can mean "net", but that would seem a contradiction here. Would it rather mean: "the basic gross monthly remuneration actually earned."?

basic salary pre-tax

If it isn't clear from the context whether it is a salary or consultation fees that is being discussed, then you may think about replacing the word 'salary' with 'remuneration'. This would then include all forms of payment.
