Well, she represented her colleagues on the council, and it really wouldn't matter whether she "teaches" kindergarten or the sixth grade.

... is a stab at it (for a kindergarten), but I agree that context is required here.

It seems to be a similar institution where the person in question was a teachers' representative. The German system is quite different from the British where most nursery schools are part of a school, so this well-established term would be a 'cultural translation'
