The German headline is
Flexibel und bedarfsorientiert
from a flyer promoting the services of a civil defense organisation that can respond to natural catastrophes such as earthquakes and floods.
I need a better solution than "demand-oriented", but it has to be roughly the same length as the German word for layout reasons.

How about "demand-led"? I was about to suggest "demand driven" too, but I see that Steffen has already done so.

In fact, although I like several of the answers suggested, I actually devised another solution
"Flexible and Specific Assistance"
The reason - sometimes the old designer in me comes out and the capitalisation of "Demand-led" looks ugly!!"

Marginally better than demand-oriented; otherwise I suppose you could just write round it and say "flexible services on demand" - if it fits!
