When "spare parts" are taken (scavenged) from one aircraft (that may be perfectly serviceable) in order to repair another aircraft that is out of service due to a lack/shortage of spare parts.

No, not as far as I can tell from the context at any rate, although it may be a possible/logical/unavoidable consequence under certain conditions, I presume.

However, "cannibalism" in my experience has always and invariably referred to machines being withdrawn from service, while their serviceable components are used to keep other machines in operation, which is not the case here- they are not being withdrawn.

True, although the document quited seems fairly official and unlikely to be terribly colloquial, which was why I considered it.

I'd say "controlled cut-up" is far too colloquial - the craft isn't even BEING cut up, it's just "lending" some bits to another, and will in due course have its bits replaced. Just like the old days, as steam engines used to swop tenders on works visits!
