non-deductible portion (of vehicle cost for private use)

Under German tax law, the personal use of a business vehicle is treated as a fringe benefit; in other words the tax deductible amount is reduced by a certain factor to allow for private use. This was formally based on an estimated percentage of use and is often referred to as 'Privatnutzung' but a few years ago this was changed to a figure based on the puchase value of the vehicle, normally 1% of the original purchase price.

The context will determine whether it is necessary to translate the full expression or not.
Example sentence:

The value of any personal use of the vehicle must be included in the .... on only the non-deductible portion, or include only the non-deductible portion of ...

The 'private use' portion is non-deductible and must be paid from post-tax dollars.
