The problem with this for me is that it doesn't take account of the the fact that it is the "grassroots" of the organisation itself - "ses rangs" - who are in fact ts ordinary members.

on ne dirait pas ça (enraciner dans ses rangs) en France, c'est du Canadien ? Si oui ne serait-ce pas de l'anglais francisé ???

It must means something along the lines of "paying particular attention to its being rooted/entrenched among the membership", i.e., the CSQs international activity. I think what it really means is "pays particular attention to ensuring the involvement of the membership as it pursues its international activities", but it's the phrase is so vague that it's hard to know quite what's appropriate.
