I think the idiom has received several accurate translations - but not the context, because in this case society doesn't have any momentum, and it isn't really going anywhere, but rather is clinging to a long held belief that the more education you get, the more money you will eventually make. And the political risk is that on the way toward rationalizing an education system, you might undermine that faith, which has made it possible to get people to go along with large appropriations for education.
"The risk in this debate is that of undermining the faith (in the value of education) of a society that "still believes".
Oh, and it should be "qui 'y croit' ".
