This seems a more natural construction to me in English.
Example sentence:
“[…], tout pouvoir étant donné par les présentes au porteur de l'original du bail <b>pour signification à qui besoin sera</b>.”
“[…], all powers being hereby conferred <b>and duly notified</b> to the leaseholder.”
