I'm a bit puzzle with the the word "couples" I don't believe it means torque...in that case is it simply to say (two, the pair) How do you guys read it?

I think it is in fact torque.
The way I interpret it: ''starting from the provided (or given)data, the manufacturer determines the related maximum operating pressure (PMO) and temperature under normal operating conditions and defines the design torque....''

: Sorry, not in this context. It's the pair (TS, PS). Temperature and pressure are inter-related so you have to consider them as a pair.
