Yes, sure, it really just means the ankle: it's the junction between the tibia (shin bone) and the tarsus (the cluster of seven bones in the rear part of the foot. But to avoid a tautology, and to maintain the precision of the original, I think you could perfectly well say "the tibiotarsal area". After all, the ankle as normally understood includes the bottom of the tibia and fibula.
