Or something like that. The first minute is "indivisible" because you must pay for the whole minute once you start the call.

disagree Richard Benham : A flagfall is more than a minimum charge: you get charged the flagfall PLUS the metered charges.

of course-it was the suggestion for the "minute indivisible" bit only. In any case, "call set-up" is the term usually used (see my note)

The ads in "The Economist" all use this wording.

Google also has plenty of hits for "second billing" "first minute"
