I'm having trouble finding a way of fitting jouant and complementarité in the same sentence and without it sounding clumsy.

I think this is one of those cases where you really need to strip out the deadwood and simplify to something more natural in EN.

You might find it would fit better into your sentence if you said "while at the same time seeking to complement" (leaving an implied 'rather than compete with'), which better conveys the tone of the original

I would replace "vis-à-vis" by "between." The French is being a bit more abstract!
