troop stationing and troop staging are two different things..this may refer to troop staging area

Presumably this refers to the reform aimed at cutting operating costs by reducing the number of operating barracks, following the abolition of compulsory military service, rather than a tactical battlefield operation aimed at dispersing troops to avoid massive direct-hit losses of concentrated groups.
