IEC approval
Research studies have to be approved by an institutional review board (IRB) or an independant ethics committee (IEC) before they are carried out. The IEC sends a written and dated letter giving an approval/positive opinion for the study. It's not called a certificate.

Here in Australia at the University, we need to apply for ethics approval. This become a human research ethics (HRE) approval when human involved:
