How would you translate into English the legal expression
"dans ses attendus" in the following sentence:
"Le rapport, très critique dans ses attendus, met l'accent sur plusieurs propositions portant sur différents points."
I'm not too sure of the relevant use of "in its grounds" here, esp. as I'm not a legal specialist.

I'd normally go for "recitals", but (a) I wouldn't usually expect a report to be critical in its recitals (which usually make general statements about the background to the report), and (b) it could just mean "introduction".
