designer / developer
depending on the kind of project, but it would help to know. Just to start the ball rolling.
Note from asker:
well, relates to a variety of industrial facilities. Designer is obvious now you mention it. I suppose architect might fit other types of construction context. |

Comment: "Thanks. I think designer is more appropriate to my context than developer. I think this could include the functions of Project Manager but not necessarily so. Thanks to all for your contributions!"

project conceptor
I typed conceptor of project on Google and found several instances of conceptor used to designate the author of the concept, but also for software used to design a project.
I am just wondering whether these three persons are the same one? There seems to be a legal implication which means it is important to get the right term so that we know who is responsible if something goes wrong (my crooked legal mind!).

Project Manager
Dans ce contexte auteur du projet veut dire concepteur, maitre d'oeuvre = Project Manager. Il ne faut pas confondre avec maitre d'oeuvrage = owner or contracting authority s'il s'agit d'une authorite (institution publique, etc..).
Voir Collins Robert French Dictionary, 21st century edition,
Page 596 sous Compose: Construction:
maitre d'oeuvre = Project Manager.
maitre d'oeuvrage = owner or contracting authority(public).

Example sentence:
Le bureau d'etudes Alpha est the concepteur du projet = Alpha Engineering is the Project Manager.
La mairie est le maitre d'oeuvrage de ce projet= The Town Council is the contracting authority of the project.
Discussion
There has to be a good word for this in English but it refuses to come to me for the moment
