When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

State-owned private forest
You could add the word 'estate' to the answer but I think a forest is a forest.

: You did a good job to say that the term had a distinct lack of accents i.e. privé and état.

: It could be about the public not having logging or other rights, i.e. they might still have access.//I thought Sarko got to serve up all the mushrooms for State banquets.

Yes indeed: private in the sense of no logging rights but the public still able to come in and pick mushrooms or whatever - as in all French state-owned forests

: BD has a good idea there - even in the UK you have to buy a licence for the day for fishing on some rivers....

Thanks Julie. There's no charge for picking mushrooms in France apart from the danger that locals will slash the tyres of out-of-département visitors ...

There's not much context, really, it's just the title of the document, PERMIS D'OCCUPATION TEMPORAIRE DU DOMAINE FORESTIER PRIVE DE L'ETAT POUR ACTIVITE... but I do know that Simon's got the right idea, it's pretty much State property that's not associated with public access.
