As previous question:

I'm used to "capots" being shock absorbers in a flask handling sense, but I'm not quite sure what they refer to here - hood, cover?

In this text, it sounds like a demolition of the actual reactor building with its different prestressed parts and anchorages. I am not in a position to say what these "bonnets,casings, covers, hatches, cowls"=capots might be.

Capots...would these be safety bonnets, safety covers, radiation shielding of some sort?

agree Bourth (X) : Presumably oxy-cutting (chalumage) of steel covers welded over prestressing anchorages for protection (against weather, tampering, etc.)
