On this occasion, the "encarteur" in question is a person, but later on in the text, it could also be a machine (but not necessarily). The closest I can get is "chip implanter", but surely there must be a more "official" title than this.

chip/card/board stuffer
"stuffer" is the term generally used vernacularly in the business, though I agree it doesn't sound very "technical". The stuffer (invariably automated) "picks and places" the tiny electronic surface mount devices which now make up most electronic goods. You could perhaps use "card populator" or "pick and place machine" if "stuffer" sounds too "familiar".
