The Public Prosecutor's Office is doing this thing in observance of the law

Ministère is not a person..it's the "office"..

Ergo, the office, in its observance of the law..not performance of duty..that would be for an individual..

Also, the plural in French is rendered as a singular in English...

This is the older use of 'observation' (similar to English observance):

If there's only just a "vu" preceding this and not a "Ouï" or "Entendu", it may not be a public hearing (well, it's just a birth certificate, after all), and I would suggest a safe "arguments" or "case" of the Public Prosecutor's Office.
