washable/scrubbable velvet acrylic paint
As with tiles, it's difficult to distinguish one paint finish from another across languages, largely because its equally difficult WITHIN a given language, largely because the whole paint business is subjective and arty-farty.
From my notes:
Velours (of paints) Velvet (gloss between flat/matt and eggshell flat) Web
The above suggests that the French expression is somewhat redundant, but I see no reason for not also saying "mat(t) (or flat) velvet".
For info, the British Standards Institution distinguishes 5 levels of gloss (flat/matt, eggshell flat (silk, low sheen), eggshell gloss (satin, low gloss), semi-gloss, full gloss)
