Hello,
I would like to have my incling concerned here i.e. that the lighting posts are not "in" white light themselves but indeed emit the latter.
I am unfamiliar with the French structure so would like to be sure.

La réflexion sur le paysage nocturne a consisté principalement à comprendre comment les habitants circulaient dans la cité, quels ressentis les lieux pouvaient générer et à créer à partir de là des parcours identifiables et rassurants. Un éclairage « de base » est implanté sur l’ensemble de l’espace, avec des ***mâts de petites hauteurs en lumière blanche***. Un éclairage scénographique via des « mâts multiprojecteurs » illuminant tantôt un arbre, tantôt un mur d’escalier, tantôt une croisée des chemins, permet de redécouvrir de nuit toutes les qualités paysagères de la cité…

I might have been over-estimating how petite the hauteur was in assuming they were illuminated bollards, which would more usually be called "bornes d'éclairage". However, "en lumière blanche" suggested to me that the light source was within the column itself. They could be something like this:

They could, as suggested below, be low street lighting columns.
However, as they are supplemented by "Un éclairage scénographique via des « mâts multiprojecteurs »", which could be, among other possibilities, something like the Thorn lights. I still think they could be bollards.
