Now whilst some styles of architecture could indeed be likened to confectionery, with some buildings resembling a wedding cake etc., I hardly feel this applies to Stalinist architecture (though I freely admit I don't know much about that!) — the only possible clue is that it does go on to say that the building is in white marble.
For info., it is referring to the Russian Embassy in Berlin.
