There's very little contact, other than that this is part of a catologue of works to be carried out on a new building, and this relates to the lobby for the lifts.

Having just done a job an access control systems, this is what springs to mind, access points which are not locked and bolted and controlled by a card reader or a fingerprint or iris recognition device!

Then again, I might be reading too much into it ...

Maybe "non-controlled" rather than "unguarded", unless it's a military facility.

I guess those two are the best that you can use with a preference to :

the parts outsourced/subcontracted to B...

because that's what they mean by not "kept" by A
one's gotta be flexible...

disagree Kim Metzger : "parts not taken in charge by?" What's that supposed to mean? Confidence level 5 means "highest, I am sure." / But if you're offering a professional translation into English with a CL 5, your proposal should at least be in standard English.

it's supposed to mean that the part of the project concerned is the part which is not taken by the main contractor to say it crudely...and Yes I am well aware that 5 means that I'm highly sure kindely refer to notes added above
