This is what I would translate it with. It means that by choosing to work on the landscape one is capable of opening up or even removing territorial boundaries. You might also be able to play with the word "perspective".

If the intention of the writer had been to talk about layout or overall design, I think they would have used "parti paysagiste" or "landscape scheme" (which I have often seen) rather than paysager. I can see where you feel there is some ambiguity, but having worked on a few recent articles in which this kind of sentence was frequent, I still feel that my initial translation suits it. A bit more context might help, if you're still unsure and want a second opinion.

It's translated by "preliminary design" or "outline plan" and a definition is provided as well: "Preliminary drawing showing the broad concept of an architectural or town planning scheme."
