does this refer to the removal of soil or peat contaminated by parasites, or the removal of top soil containing weed seed bank to start a new garden? and is mostly a Canadian term?

It seems that in Canadian French tourbe may mean what we call lawn or turf. In which case, detourbage would mean the removal of the grassed surface, which would tally with Ann's websites and picures.
