I really think that the writer made it up. It's not a common expression. I love the song. I remember singing singing along to this song with friends in a car bound for the Algarve in Portugal. (Another, very different, summer!)

It was hilarious: a car full of people stuck on the 25th of April bridge because of an August truckers' strike- a bourgeois gentleman, girls dying to hit the beach, and the six-year-old son of a communist doctor screaming the PT equivalent of No pasaran!
