are looking for an explanation (which obviously you already have) or a short equivalent? that's what may nowdays be considered as with basic facilities in Western Europe.

"Stately homes" are certainly dignified dwellings, but they might well lack several of the facilities you list.

"dignified dwelling means one that warrants to the dweller assurance of ownership and further that:
- it has adequate sanitary facilities that guarantee living conditions and that it receives essential public services, including: water, sewage, electric power, street lighting, garbage collection, sidewalks and public transportation, with access to basic social equipment."

In the examples I cited, you can replace the phrase "dignified dwelling" with "decent living place" and that will give you the same meaning.

impressive but restrained

A dwelling (house, residence) which impresses those who see it with the dignity of the owner; probably large, but not necessarily enormous, and certainly in a tasteful and restrained style, not obviously deliberately intended to be impressive.
The term "stately home" is used in UK English, but while these are indeed dignified dwellings, the meaning is too restricted to the dwellings of the traditional aristocracy to be used here.
