The 'locking pattern' refers to the way items can be arranged on a standard pallet according to the dimensions of the surface in contact with the top of the pallet. The aim is tohave a minimum of wasted space and that items in successive layers lie across the gaps between items in the next-lower layer (like bricks in a wall) so the whole load is stable.
