In the preferred embodiment, the fuel elements are arranged to minimize the moderation of neutrons adjacent the high enrichment fuel elements. This is accomplished by reducing the spancing of the high enrichment fuel elements in each module relative to the normal spancing in the thermal breeder reactor.
