POD – Is a region of the Jail separated into housing units for inmates. (I am not very familiar with jail terminology :)

Zoryana, You're taking me out of the context of my comment. What I mean is that block system is a traditional arrangement – still pretty much everywhere and, I'm sure, to last for a long time to come. So, most references will be still to blocks. The pod system, on the other hand, is a new and innovative one – an attempt to supplant the block system. So to translate "pod" as "blok" defeats the purpose of the whole thing. Besides, "blok" in Russian would translate back into English as "block" and by no means as "pod".

Modern prison designs, particularly those of high-security prisons, have sought to increasingly restrict and control the movement of prisoners throughout the facility while minimizing the corrections staffing needed to monitor and control the population. As compared to the traditional landing-cellblock-hall designs, many newer prisons are designed in a decentralized "podular" layout with individual self-contained housing units, known as "pods" or "modules", arranged around centralized outdoor yards in a "campus".
