Developmental learning and skills: responsible for developing and implementing policy on 14-19 Learning Pathways and Extending Entitlement for 11-25 year olds, post-16 education and training (less Higher Education), including skills, and careers. This strand will be closely concerned with the introduction of the national planning and funding system; improving performance; strengthening collaboration; promoting learning; using demand intelligence; and changing the landscape of provision to respond to changes in individual, community or business need
