It's a really messy English text (it looks like some kind of Google translation). Anyway the gist is this:
When recording sound for film the actual sound is recorded separate from film. The sound track is recorded on magnetic tapes with an embedded timecode which is then referenced back to the film negative (a slate is still used on the set but nowadays slates display the timecode which is fed on the sound recorder used).
After the movie is edited the sound is then cut to match the negative and optically printed on a negative sound film from which an embedded positive is produced running along the film positive. It sounds awfully complicated but it's quite straightforward once you shoot a cople of times in film.
