These models have been used in a range of sources, to develop ‘menu’ models, which try to match different techniques to different stages of community participation. For example the International Association for Public Participation identifies both the goals of the planners and the ‘Promise to the Public’ across five ‘levels of participation’: Information, Consultation, Involvement, Collaboration and Empowerment, as shown in the following table.
