In a few short years, Sweden slashed public spending and eliminated its budget deficit (in the face of criticism in some quarters that such action would compromise growth), undertook sweeping reform to tax and pension systems, and initiated broad smart regulation of traditional monopolies in aviation, telecommunications, electricity, and post, alongside new competition laws. Asked how such change was possible within a decade, one finance minister referred to “the crisis mood” among the Swedish population. Sweden transformed its economy and its long-term growth prospects in a decade. The rate of productivity growth nearly doubled from 1.2 per cent a year between 1980 and 1990 to 2.2 per cent from 1991 to 1998, and from 1999 to 2005 it increased further to 2.5 per cent.
