Auf dem Schild, mit schwarz-silbernen Decken, ein offener schwarzer Flug, ein goldenes Zepter einschließend.
Mit Decken sind die geschwungenen Bänder gemeint, die das Wappen umgeben, siehe Beispiel:

Ich glaube, *ribbon* wäre keine gute Übersetzung.
