I'm assuming that this is non-native English and that the terms refer to a combiner (which is a passive device that feeds the outputs from the vision and sound PAs to the shared antenna) and a switched-mode power supply.
If that is not the case, then I am left wondering why these items are not mentioned, since the system will not work without them.

Correction - the source text refers to a shared TV and FM (radio) system, not to the two parts of a TV signal. The same terms apply, however.
And although in principle a 'diplexeur' is a 'splitter', the same term is used to refer to a 'combiner' (which is really just a splitter wired back-to-front).
